Working With Lazy People

I'm not the hardest working person in the world, but I've worked with some really lazy people.The stupid part about working with lazy people is, why does the managers let them stay so long? Some people get fired easily, but it seems like the laziest person stays the longest. 
I'm always thinking " You don't see them not doing anything?".
